Joseph McCullough

Joseph McCullough has served the California Department of Alcoholic Beverage Control (ABC) since 2001 and was appointed Chief Deputy Director by Governor Newsom on December 1, 2020.

McCullough started his career as an Agent in the San Francisco District Office and has been instrumental in furthering ABC’s mission through his leadership in a variety of assignments. McCullough managed the Stockton District Office and the Northern Division Special Operations Unit, which focuses on conducting long term undercover investigations at disorderly locations. McCullough has served as the Deputy Division Chief in Headquarters where he was responsible for oversight of statewide training, development of policy and procedure, and awarding grants to allied law enforcement agencies. McCullough most recently served as a Division Chief in Northern Division.

McCullough is dedicated to solving problems in the community. He places a high value on collaboration between ABC, local law enforcement agencies, and the communities they serve in addressing quality of life issues. McCullough believes in working cooperatively with ABC licensees and industry stakeholders to ensure a safe and fair marketplace, one that is both profitable and accountable. McCullough considers education, prevention efforts, and focused enforcement strategies as the primary components of public safety.

McCullough graduated from California State University, Sacramento with a Bachelor of Science Degree in Criminal Justice.
