The California Department of Alcoholic Beverage Control (ABC) is an agency of the government of the state of California charged with regulation of alcoholic beverages. The ABC was created by constitutional amendment effective January 1, 1955, as an independent department of the executive branch of the state government.
We are pleased to present the 2023 Edition of the California Alcoholic Beverage Control (ABC) Act. This compilation of selected laws incorporates all changes required by legislative enactments up to and including all 997 chapters of the 2022 Regular Session of the 2021-2022 California Legislature.
Regulations governing appeals to the Alcoholic Beverage Control Appeals Board were substantially amended in June 2022. The Appeals Board regulations shown in the 2023 ABC Act (starting on page 592) are the prior version and no longer apply.
