Roxana Zaharia brings over 25 years of experience in regulatory licensing administration. She began her career in the LA/Metro office and was promoted to Licensing Representative in the Santa Ana office in 2005. In 2018, Ms. Zaharia advanced to Staff Services Manager I at the Santa Ana District Office and later to Staff Services Manager II, where she provided oversight of licensing staff, workload coordination, and licensing processes for multiple district offices.

In this role, Ms. Zaharia supported high volumes of ABC licensing and permitting of premises, ensuring applications were reviewed accurately and laws were applied consistently across politically complex regions in Orange, Riverside, and San Bernardino Counties. With an educational background in Business Management and Statistical Data, she applies a data-driven approach to improve licensing efficiency, maintain regulatory compliance, and support sound decision-making. Ms. Zaharia is committed to fair treatment of stakeholders, consistent application of the law, and helping businesses operate successfully within regulatory requirements through responsible and transparent licensing practices.
