Curriculum Revisions Required Under AB2402 and CCR §§165.1–165.2

The California Department of Alcoholic Beverage Control (ABC) has adopted regulatory updates under Assembly Bill 2402 and California Business and Professions Code, Title 4, Division 1, Article 25, §165.1 and §165.2. As a result, all Responsible Beverage Service (RBS) Training Providers are required to update their approved curriculum to remain in compliance with state law.

Key Requirements:

• All RBS Training Providers must revise their curriculum to reflect the updated statutory and regulatory requirements.
• There is no fee for submitting a regulated curriculum update. Any additional changes to your previously approved curriculum that are not related to the new regulations may require a fee. For more information, please contact the RBS Program to inquire.
• Curriculum updates must be fully completed and approved no later than January 1, 2027.
• To avoid delays in review and approval, ABC requests Training Providers to submit their updated curriculum by June 30, 2026.

Submission Process

An email will be sent to all approved RBS Training Providers containing the updated curriculum application package and detailed instructions for completing the required modifications. The Training Provider application instructions have been updated. Once the curriculum update package is complete, Training Providers must email the completed application package to [email protected].
