ABC Announces Grants for Local Law Enforcement to Reduce Alcohol-Related Harm

The California Office of Traffic Safety will Fund ABC Programs for Local Law Enforcement

Sacramento – The Department of Alcoholic Beverage Control (ABC) anticipates awarding grants up to the amount of $30,000 to 25 local law enforcement agencies. The grants would start as soon as October 1 and support the Minor Decoy program, Shoulder Tap program, Informed Merchants Preventing Alcohol-related Crime Tendencies (IMPACT) program and enforcement during the holidays.

These programs increase safety on our public roadways by addressing alcohol-related harm in the community. Grant funds are provided by the California Office of Traffic Safety (OTS), through the National Highway Traffic Safety Administration (NHTSA). The grant operation period is from October 1, 2025, or upon federal spending authority (whichever is later) through August 31, 2026.

“These grants are a fantastic investment in community safety throughout California,” said ABC Director Paul Tupy. “Police and sheriff’s departments throughout the state use these funds to raise awareness, prevent youth access to alcohol, and stop tragedies before they occur.”

If your agency would like to be considered for this grant, please submit the following documents by September 12:

  • A letter of interest
  • Printout of your City/County Traffic Safety Ranking. This document is from the OTS Crash Rankings website (depicting alcohol involved fatalities, injuries, and had been drinking (HBD) drivers under 21). From the OTS website home page, click on the “Traffic Safety Data” tab then open “OTS Crash Rankings”.
  • Budget Estimate form

All letters of interest must be received by 5 p.m. on Friday, September 12, 2025. ABC will accept letters of interest via email with an electronic signature.

All agencies selected, will be required to have one (1) assigned sworn staff member attend a one­ day training session. The training will be held in Sacramento on Thursday, October 16, 2025, from 10 a.m. – 3 p.m. Fiscal officers will be contacted by Kristine Okino for training on how to complete and submit claims.

Selections will be based upon the applicant’s OTS crash ranking, goals and objectives relative to funding priorities, and the ability to implement the grant. Consideration will also be given to ensure grant funds are spread throughout the state.

The funding of the grants is contingent upon ABC receiving funds from OTS for the 2026 federal fiscal year.
