Julie Weng-Gutierrez brings a tremendous amount of legal and managerial experience to the position of Chief Counsel at the Department of Alcoholic Beverage Control. She was most recently the Senior Assistant Attorney General who managed a statewide staff of nearly 70 attorneys and paralegals in the California Attorney General’s Health, Education and Welfare Section.
Ms. Weng-Gutierrez is an experienced trial and appellate litigator handling matters before state and federal administrative tribunals, trial and appellate courts. She began her state career at the New Motor Vehicle Board, then transferred to the Department of Health Care Services in 1997 before she was hired as a Deputy Attorney General at the Department of Justice in 2000.
From 2003-2009 she served as an Adjunct Professor at McGeorge School of Law in Sacramento, teaching classes in appellate advocacy. Weng-Gutierrez holds a Bachelor of Arts degree in Sociology, Law and Society from UC Davis and earned her Juris Doctorate from University of the Pacific, McGeorge School of Law. In 2011, she received the California Lawyer Attorney of the Year (CLAY) Award and was also honored by the Orange County Hispanic Bar Association with the Guardian de Justicia Award that same year for her work in Martinez v. Regents of the University of CA (2010) 50 Cal.4th 1277.
