Licensing Deputy Division Chief

She was hired in May 2022 as the Licensing Deputy Division Chief. She oversees the special units within the Licensing Division, which includes the Licensing Process Unit, Non-Retail Licensing Unit, Licensing Training Unit, the Responsible Beverage Service Training Program, and eServices.

Joo began her state career at the Secretary of State in 2014. Shortly after, she transferred to the Department of General Services (DGS) where she served for seven years. From 2015 to 2017, she provided legislative publication support at the DGS’ Legislative Bill Room in the State Capitol.

From 2017 to 2019, Joo served as the webmaster for the DGS Procurement Division where she managed the division’s website and intranet. In 2019, Joo was promoted to the State Fleet Reporting Manager at the DGS Office of Fleet and Asset Management (OFAM) where she oversaw statewide fleet data collection and reporting. From 2021 to 2022, she served as the State Fleet Asset Manager and was responsible for the establishment and maintenance of state policies governing the state’s fleet asset acquisition, utilization, and disposition to ensure the state fleet was essential, cost-effective, and environmentally responsible.

Joo graduated from the University of California, Davis, with a Bachelor of Arts degree in Sociology.
